[NLRS] 2018 Minnesota QSO Party and 1x1 calls

I'm hoping we can get a bunch of NLRS'ers on the air for MNQP.

If you're going to reserve a 1x1 call, please make sure you will be making
QSOs (calling CQ) on HF.  Making Q's on 2M can be fun but we're trying to
use the calls to promote activity on HF.
