[NLRS] ARRL UHF Contest 2016 cancelled

Very true - lots of mountain roads don't open until June.  Plus there 
isn't much tropo in April, not that we have gotten any for the UHF Test 
in recent years.  But ask Rich about the one where we did!

If anyone had asked me, I would have said that the September contest is 
in more need of an overhaul than the UHF.
