A fundamental problem is that its likely a phased array radar where each
receiver element has very little directivity or RF filtering, so its
susceptible to RF from a wide range of frequencies and a hemisphere of
space. If each receiver element had selectivity, then they would have to
be matched for phase so the variable phase used for direction would
work. There has been much hassling of 432 and 440 ham operations in
Massachusetts because of PavePaws.
FCC rules prohibit more than 50 watts PEP output within 100 miles of
Concrete ND (48:43N, 97.54W) without coordination with the FCC and the
military. Foot note US7 in FCC rules part 2, paragraph 2.106, referred
to by part 97.313.
