Wasn't he going to actually run a laptop with it though and not a
radio?

In which case you probably want 15 to 20V coming out rather than
13.8V...  "Dell Standard Power" is 19.5V for example.

The same RFI cautions still exist though as a lousy/noisy converter
running within blocks of your weak signal stuff can be a real pain.
