[NLRS] Aurora 14 VUCC Card Checking

If you can fold the sheets in half to use a 5-3/4 x 8-3/4 envelope the 
postage is like that for the #10. The larger manila envelope now has a 
significant surcharge. That's why most business mail comes with the 
8-1/2 x 11 sheets folded in half. There is also a surcharge for any size 
envelop when it gets to be thicker than a quarter inch. That, I think, 
requires manual sorting, the sorting machines can't slide the thick 
envelope through (and probably not the 9 x 12 envelope either) and would 
eat if they tried.
