A cross-posting from the VHF Contesting reflector.  Les, N1LF, has pointed out a HRO Black Friday special for an Alinco DJ-G29T 222/902 (dual band) handheld with drop in charger for under $200.  5 watts on 222 and 2.5 watts on 902.   Yes, its FM, but its under $200.   Connect it to a horizontal yagi and you can work some stuff.
