[NLRS] Link -- New phase-modulation WWVB signal

I think they are running 5 KW from a 10 KW transmitter turned down to 
get long tube life.

Their limit and ours is antenna. Wavelength is about 4 miles. Hard to 
build an effective antenna though the 15 mile dipole for 15 GHz at Jim 
Creek Washington has been working a long time. I think the WWVB antenna 
is a wire vertical about 200 feet tall.
