[NLRS] Link -- New phase-modulation WWVB signal

I know it is VLF but wouldn't it just be easier to turn up the damn power?

Just what those ancients using phase from WWVB to check local standards need
is more phase instability. I suppose the modern answer is GPS and forget
VLF.
