Most easily done with a directional coupler suitable for the frequency
and a broad band diode detector. Not to 1%, maybe not to 10%. I'll
talking on that at Aurora, how to make.

Look for the power meter calibrator at W1GHZ's web site. The way the
HHP431C works its close to inherently calibrating. It substitutes DC
heat for the thermistor to make the pair show 50 ohms to the RF port,
and when RF arrives, it reduces the DC to keep the thermistors at the
same resistance and so the DC reduction is directly the RF addition.

Takes a clean signal source for each band to compare with attenuation to
the signal heard in the receiver on each band.
