[NLRS] FM in January Contest

I think I made 4 contacts around Eau Claire, only on 2M.  My FM arrays 
got taken down over the years.  I'm thinking about where to get them 
back up, so I could maybe provide some better DX for stations around the 
Twin Cities.  It requires a dedicated antenna and radio to do FM any 
justice.
