[NLRS] January VHF contest and new operating catagories

The ARRL has updated the January VHF contest rules to add two new operating categories.  These two new operating categories are the single operator three band category for stations running low power on 6, 2, and 432 while the second category is the single operator FM only category using 6, 2, 223 and 446. These new rules apply to the January, June, and September VHF contests.
