[NLRS] Battery charge regulator

It's the VEC1089A that I have. You can either let the charger figure out
what type of battery it is or you can manually set it by pushing a button
and cycling through the various types 0of batteries. It does not always
choose the correct type on automatic mode, so I usually manually set it.
