[NLRS] Rovermania VII spreadsheet now open

There is some chatter around here about a multiop for the UHF test
near the edge of EN44 or EN43 in the Winona area. I have volunteered
my gear for the bottom eight bands :)
We are at present looking at some sites in the area by I-90 and Wilson
and south of Winona.
