[NLRS] CQ VHF Contest weekend

I'm not going to be able to be on much, but if there could be a designated
"activity hour" for 2 meters at, say, 8 pm on Saturday night, I'd definitely
try to be on for that.  Maybe that would be a time to get a few more
stations on, at least for long enough to hand out points to the more active
stations.
