[NLRS] ARRL International EME Contest Rules

I have been seeing lots of snow scatter and Ice Fog scatter on the 10 & 24
GHz beacons in EN19id. This is 90 km from my QTH and this morning the 10 GHz
signals were 45 dB above normal and the 24 GHz signals about 40 dB above
normal. I have been seeing the 24 GHz signal it seems like every other
day.....but normally I do not hear it ( guess about -10 dB)

Although I am not active on EME, I really do hope they change this. I
like the "anything goes" for the 10 GHz contest.
