Sure. Ragchewing on 902.1 or even 902.5 FM would be very inappropriate.
But in my opinion putting an FM signal on, say, 902.5 within reach of
everybodys' transverters during a contest is a reasonable deviation from the
ARRL bandplan.
Depending on how much work you want to do, you can go the route I did. I got

Nice. I think that ultimately I will be building a W1GHZ transverter for
this band (and another for 1296.) I'll probably ping the group around the
beginning of 2010 to see if we can put together a group buy of parts for the
W1GHZ stuff.
But I continue to wonder if there isn't cheap commercial that could provide
a footprint on 902.5 FM just for some rover QSOs.
