Donn suggested that this product would have some interest within the NLRS.
This was from the softrock mailing list.

I don't own one (I'm considering it) and have no pecuniary interest in the
product.

To add to what Jose said, I would suggest you take a look at the
DSO-2250 line of USB Oscilloscope (e.g.

6.m270.l1313&_odkw=usb+oscilloscope&_osacat=0

I have the DSO-2150 scope (150MSPS). The newer 2250 is 250MSPS and
the price point seems to be around $300 (before shipping costs).
The seller (taomore) has a 99.4% rating on ebay.

These are connected to the PC with and powered by USB cable. They
come with two probes. The software runs under all of the Windows
OS's. The software implements both an Oscilloscope and a simple
Spectrum Analyzer.
Some of the specifications are:
 - Impedance 1MOhm 25pF
 - Vertical resolution 8Bit
 - Gain range 10mV-5V, 9Steps
 - Timebase range 4ns-1h, 38 Steps
 - X-Y Yes
 - EXT. input Yes
 - Trigger Mode Auto, Normal and Single
 - Trigger level adjustable Yes
 - Trigger Type Rising edge, falling edge
 - Trigger Source CH1, CH2, EXT
 - Shot bandwidth DC to 100MHz
 - Max. Sample rate 250MS/s
 - Vertical mode CH1, CH2, Dual, ADD
 - Cursor measurement Yes
 - Spectrum analyzer
 - Channel 2 Channels
 - Bandwidth 100MHz

It's not lab-quality, but is fine for hobbiest work.
