I wouldn't think so either. If there happened to be a tremendous
tropo opening or some need for microwavers to have a liaison frequency, I'm
sure they'd work something out.
What I usually do when using 2m liaison frequencies for microwave QSO's is
ask the other station(s) to use 144.260 with a fallback to 144.200 or
144.270 if one frequency isn't available.
