Hi Bruce, all,
I like your characterization of shouting distance.  I think that within 
shouting distance isn't appropriate.  Just imagine the points, 6 guys in 
a car, they drive down the road and every 10 miles get out and do 
flashlight cw with each other........  lol
Of course, maybe you could eliminate that by assigning a multiplier to 
it, say X0 < 10 miles, x1 10 to 100 miles, x2 for 100 to 1000, etc. 
That would both make it easy to eliminate the 2 or more ops standing 
next to each other, and encourage long distance at the same time.
Maybe put a limitation on it as well, nothing over 10 watts.  Can you 
imagine a 10w laser, oops, just I just burned a hole in my foot, hold 
on... ouch.
