[NLRS] 23GHz 2 foot MaComm dishes available again

Personally, I have nothing against 24GHz WBFM but don't automatically
say 30MHz IF. Instead, choose the IF based on what crystals or
oscillator modules we can get cheap and easy. The 40.7 MHz LO crystal
for a 30MHz IF costs $$$ and takes a long time to get. But 40 and 48 MHz
crystals and oscillator modules are cheap and frequently available from
local computer surplus stores or scrap equipment. There are lots of
other crystals that could be used if we don't care exactly where the IF
ends up. Choose something common that anybody can find in a scrap
computer and let the IF fall where it may. As long as we all use the
same LO frequency we don't care where the exact IF frequency is but
we'll be able to communicate.
