[NLRS] Logging rovers and rovers logging

Well it's "only" a rule...

50 MHz", on the web at:

2.3.4.Rovers MUST sign "rover" on Phone and /R on CW and digital
modes after their call sign.
That capitalization of "MUST" is how it is IN the rule...no
'emphasis' added by me. Seems pretty clear and I'm pretty sure
that rule has been like that for quite some time.
