[NLRS] Club Name and Rovers beyond Club Territory

Do NOTE THAT you must also RESIDE within the Club Territory, per 
ARRL General Rule 8.3.3 "...and reside and operate in the club 
territory..."

The ARRL Rule addressing this, second sentence of Rule 2.3.6 of 
the "VHF Rules" states "Rovers submitting a score for inclusion 
in a club competition must also include a secondary summary 
sheet indicating the portion of the score that counts for the 
club score if any of the QSOs submitted take place outside of 
their club's territory."

What I've done is to e-mail a 'summary sheet' to the Contest 
Branch Manager (now Sean Kutzko, KX9X, but I send to the 
'contests at arrl.org' e-mail address) with "valid"/IN Club 
Territory contact and multiplier counts and then totalling up 
the score based on those numbers. And DO remember that if you 
have a UNIQUE Multiplier (Grid Square) that you worked from 
OUTSIDE the Club Territory, that is NOT counted in your score 
summary (just as QSOs made outside are not).
