[NLRS] Logging rovers and rovers logging

This is good information. Although obvious, many get it wrong. And it  
can cause problems.

Rovers should always identify themselves as rover.  /r on CW  and by  
appending "rover" to one's call on fone.

This may seem trivial, but there are several good reasons to do it.

If the rover wants to submit a single op log from his home station as  
well as his rover log, which he is entitled to do, the log checkers  
cannot always tell which call goes with which log.

Also, if you log the station as /r, most logging programs will not  
flag it as a dupe when you work the rover from a new grid square.  
Spiral bound loggers have different problems. - Duffey
