[NLRS] Wind Farm -Doppler Radar QRM

The Twin Groves Wind Farm, which surrounds my favorite hilltop in EN50rl,
has produced backscatter to the Lincoln, IL weather radar. I think they
somehow programmed it to ignore the scatter from the wind farm.
I did some tests with KB0PE a while back and the wind farm seemed to skew
his signal at my end as much as 40 degrees on 3456 and 5760 MHz. It didn't
peak where expected on those bands. Lower frequency bands don't seem to be
affected at all by them.. He didn't notice any different heading at his end.
There are only a couple wind engines to the north of the hill, so I don't
think it will affect signals in that direction.
