Well...... at first glance this is the most extensive definition in an FCC
order of smart devices acting as their own self coordinating device of a
noninterference white space detector.  Interesting concept I wonder how it
will work in practice and how companies will try to screw with the database
to pre-reserve large chunks of white space countrywide for their devices.
