[NLRS] Designated Friends

Hello NLRS land.

The ARRL website has a good article on an important subject for all of 
us. The article is titled "Designated Friends" and is about making sure 
your house is in order with respect to your ham equipment for the day 
that you move on. Its a short, well written article that can be found
