[NLRS] TR751 + transverter

I need some more help on this TR751 that I am trying to interface to a 
1296 transverter.  My understanding is that the RF level can be adjust 
by working with VR3 & VR4 to set the low power and high power levels.

On low power I am reading about 3.9watts.  I need to be down to around 
1watt.  When I tweak these two pots I do not set the Low power value 
change at all.

AreVR3 & 4 the proper pots or is my information incorrect?    

I figured that I would tackle the power level adjustment and then 
evaluate the best method to connect to the TR circuit per the comments 
from earlier in the week.
