You can pick up tzedit.exe from www.microsoft.com/dst2007/ . It allows 
you to set the start and stop dates/times for dst to just about anything 
you could ever desire.

This old machine runs Win2kPro and it looked like I needed it. I haven't 
yet done anything special for my laptop which runs XP. I plan to wait 
until Sunday morning and see what happens. Maybe the normal updates have 
taken care of the problem. (Then, of course, maybe not.)
