xastir (www.xastir.org) can do that.  It's intended as a display for tracking
stations using APRS.  It knows what grid squares are!  I've only used it
mobile once or twice.  It can draw maps from USGS shape files on a local disk,
as well as pulling them down from the internet.  The only thing it can't
display is SRTM elevation data.

Yes, it runs on Windows.
