[NLRS] CSVHF Above 50 Mhz reporting

Hello NLRS land.   
 
Two things that I can tell you.  One is that the program is not in  limbo and 
that it is indeed alive and health.   The second is that the  CSVHFS board is 
aware of the current situation and will be looking to make some  changes.   I 
suggest that you do not mail in your 2006/2007 results  until a new, or 
interim, States Above coordinator is identified.    Please stay tuned.
