Here is the rule, from the "General Rules For ARRL Contests On Bands Above
50MHz", that allows for this:

2.3.6. Rover operators may submit separate logs for single operator (fixed
station) in addition to their rover entries.

I asked Dan H. about this several years ago and he said "yep, its OK".
Like Clair, I sometime operate as both a rover and as a fixed station for
the same contest.  I saved that letter just in case I needed it for future
reference.

So yes, we need to discuss this with Tom at the League to get their input.
It appears that the contest checking software is not behaving as the rules
allow for and that in doing so, its causing harm (to scores).
