There does indeed seem to be a flaw in the LCR when a user submits two
logs, one as a fixed station and one as a rover. I laid out the details for
Tom at ARRL Contest Branch in an email earlier today, and asked him to
consider some of the solutions I could imagine (or to come up with an even
better way to fix it). I'll let you know what comes of it.  I will say that
since he took over as the head of the Contest Branch, I've been favorably
impressed with his willingness to solve problems, so I'm optimistic that
something good will come of the discussion.
