[NLRS] September VHF contest and an experiment

I think we will find that the Twin Cities guys will complain because W9FZ/R  
is too far east and the Badgers guys will complain because W0ZQ/R is too far  
west.   I suspect that there is not an easy solution for rovers ....  the life 
of a rover is a dogs life.    

Lets start with  fixed stations and any rovers that may want to play during 
the proposed  east-west activity times and see how it may work in September.    
Remember, this isn't to point to the Twin Cities .... its to point east/west 
so  that it increases the chance for all to the east to pick up southern MN to 
 northern MN.   Same can be said for the MN stations - its not to point  at 
EN44, its to look east from northern Ill to the UP with Wisc in  between.
