Rolling it under the #1 Xacto blade is sufficient. Every other knife or
pipe cutter is swatting a fly with a hammer and tends to do excessive
damage. Its only necessary to cut part way through the copper, it will
break when flexed. The cut the insulation separately so you have enough
control to not nick the center conductor. That center conductor doesn't
have much copper over the steel and cutting the copper might be a reason
some short jumpers have shown high loss.
