Frank,

No one has asked for the information, per se, but I routinely hear VHF+
contesters that have issues with the rules.  This seemed like a logical way
to get those on paper and present them to those who can change the rules, if
any changes are really warranted.  In an effort to get the best
representation, I have tried to give the survey wide distribution.  In
addition, I have asked for a representative from each VHF+ club that I could
find (on the ARRL website).  The clubs have been asked to select an
individual to analyze the results for their group and provide both an
overall summary as well as analysis on each question.  All of this will be
combined to present to the VUAC for their use.  

I fully expect some issues to be geographically polarized and controversial
while others just seem like a clear "why haven't we done this yet."  It will
be up to the VUAC, based on the input from everyone involved, to decide how
best to use the resulting analysis.
