[NLRS] Log format changes

Isn't there some ambiguity in the letter system when it comes to the 
mm-wave bands?  I seem to remember laser QSOs being "P" long ago, but 
now it should be "Q" because we have an extra allocation at 120 GHz.  If 
you specify by frequency/wavelength this isn't a problem.
