I was looking for one of those several years ago, and had a number of local
auto parts stores swear that no such thing existed.  I finally found one on
the internet (not from this store, but the same model, and I think I paid a
bit less).  It doesn't use suction cups, but it's the same general idea:

I did see one in a Pep Boys store in another state, but I've never seen them
on the shelf around here.  If you buy this model, you need to buy a couple of
bolts to hold the two telescoping sections together.  It's one of the most
useful things I own, for holding down antennas, or transporting all kinds of
junk on top of the car.

If you do get one, check the straps frequently.  They do stretch after a
while, but they are fine if you check them every time you stop the car.

It will eventually scratch the roof of your car, but hams are used to that
sort of thing.
