Several people have come forth with suggestions to the 10GHz beacon
requirements I out out a week or so ago.  This is the updated list.
Unfortunately, I can't show updates terribly well in ASCII text.  I think
all the additions have '(call)' after them.  That will help.

When I get back from Microwave Update (next week), lets see about getting
the requirements finalized, and start on a design.
