[NLRS] Want to measure 4 5 to 45 mw at 28.2 Mhz

Recently CJ, K0CJ, did a mod on my Radio Shack HTX-100 10-meter
transceiver to work as a I/F for use with my Microwave Modules
MMT-432-28-S. CJ got it to work, but the RF output of the transverter
is pretty low and we would like to measure how much drive the HTX-100 is
providing to the transverter since low drive could result in lower than
expected output power. And we are afraid to crank up the drive for fear
something else might be causing low power output and the extra drive
might do damage.
Does anyone have the means to measure from 5 to 50 mw of 28 Mhz RF? If
so, I would like to bring the radio/transverter over to make the
measurements.
Any ideas?
