[NLRS] Contest Planning

I will probably NOT be roving this summer. Given that we are building
a new house and selling our existing house the timing for playing
rover is not very good.
 
I hope to have the tower up at the new house in EN25 hopefully in time
for August. 10 GHz looks pretty promising. I think that I can work
Mpls, K0AWU, and KM0T from my deck. (We are at the top of a hill with
good views in those directions.)
