[NLRS] Revised SBMS rules and logs

It would appear that the SBMS has revised and clarified the power
multiplier rules.    See their updated rules at

Keep those logs coming !    If you don't have Excel, just send me an email
or a text file log with your call, who you worked, the two six digit grids
(sent/rcved), band, distance in km, and your power level.
