[NLRS] snowscatter

As Jon described, the snow scatter contacts were great fun.

I set up my transverter on the bed and pointed a 21dB horn out of a 
south-facing window.  It does not have any view whatsoever other than the 
side of my neighbour's house, however, I thought I'd see how the house 
would act as an initial scattering medium.  It worked well!

Whichever way I pointed the horn made no appreciable difference to signal 
strength, so I think I have found a way to get out from home on 10GHz.

I recorded the contacts on a tape-recorder but have not yet listened to 
how it sounds.  I will try and get a copy of the recording up on the 
webserver.
