[NLRS] 10Ghz logging time format

Dan indicates that local time "should be used", probably because the
contest start and stop times are in local time.    Key would is "should",
not must.   In the past I have sent in my logs with UTC and they
(apparently) were accepted ..... and without a negative score too.     If
you wish to use local time rather than convert to UTC, I think you will be
OK.   Save Gary's email just in case.

On a finer note, the rules say that ON and OFF times must be clearly
marked, yet the ARRL's 10 GHz log sheet doesn't provide a column to easily
do so.    Each log sheet has a entry line in its header that states "Total
Hrs Worked", but it isnt obvious where that comes from (a sum of what
column ?) nor how to handle more than one log sheet (ex: should that line
be the total for that one log page, or should I just leave them all blank
except for the first page which indeed is the total total ?).     I don't
think that when this contest was first established that they planned to see
15 to 20 log sheets generated .... I am going to have at least nine from
the first weekend alone.

What I have done in the past is this.   On a separate row just ahead of a
new subgrid operation I list and lable the ON time.    Then the next
several lines contain the QSO information, then at the end I use one more
row to list the OFF time.   It looks like this:

ON  1500
W0GHZ XXXXXX
K0FQA   xxxxxxxxx
WA0SSN  xxxxxxxxx
OFF 1515

That way I can total up the ON time and its "clearly" marked.

My question is do you want the time in Local or UTC?
Some of us kept our log in local and some in UTC. We want to send them
in with the same time format to make it easier on the log checker
