[NLRS] ND Baloon Launch - August 27th

For those of you who are interested, there is a high altitude baloon launch
being done this weekend.  Here's the info I got from Paul Seifert (edited from
his email):

> The current plan is to launch next Saturday (27th), from somewhere near
