[NLRS] RainScatter! version 0.11b

Hi guys,

I've been working on a piece of software for predicting rainscatter 
paths.  It downloads the latest NWS maps and calculates beam headings, 
distances, angles, etc.  (That means no more protractors on the computer 
screen, Mike).  Since you guys seem to be doing so much on the high 
microwaves I made it a priority to get the maps in the MN area.  The 
details on on the website.  I'd appreciate any feedback you guys can lend.
