[NLRS] NLRS business meeting agenda

I've added two new items to the agenda.  First, I plan to provide a brief
summary of the NLRS club operating results from 2003/2004 YTD.   Second,
KM0T will provide us with a brief update on the ARRLs subcommittees work on
VHF contest rule changes.
