[NLRS] CW Operation question

Hello.

I have a (probably ignorant) question about CW opeartion that hopefully 
someone here can answer. It's kind of VHF related, as I don't think the issue
really comes up on HF. (It seems to me on HF you are either doing SSB or doing
CW, but on VHF you switch between them as needed.)

If I'm in SSB mode and tune in a CW signal, then switch to CW mode I need to
tune up about 600-700 Hz to be properly tuned. I basicaly understand why this
is, and am OK with that. It's the implications I'm not sure how to handle.

Let's say I want to send CQ on the calling frequency in CW. It's (hopefully)
being monitored by people, most likely in SSB mode, maybe a mix. Do I want to
set my frequency to the calling frequency, or calling frequency + 600 Hz?

Likewise, lets say after a QSY to another band you are trying to work someone on
some agreed upon frequency. SSB isn't working out, so you switch to CW. Should
you retune a bit before sending, or just switch modes and go? (I would asume
that if the other station switches to CW first you just zero beat them and go.)

I've been thinking about this a bit since this weekend, and haven't convinced
myself on what the standard procedure would be.
