[NLRS] RainScatter! ver 0.50

Thanks to master-bug detectors, W0GHZ and VE3CVG, it looks like 
RainScatter! is ready for public use.  I say this hesitantly, as there 
are always bugs to find...instructions are on the website as well as the 
download.
