[NLRS] Update: Rain scatter for today (Wed)

Looks like the "quality" of the rain scatter opportunity for today is down
graded as the NWS has removed us from the slight risk for severe weather
today & tonight.   In addition it appears that the front will be coming
through much later in the evening rather than in the late afternoon hours
as previously discussed.   There is still an opportunity for general
T-storms later in the day, but once again we are looking at very strong
surface winds ahead of the cold front.
