[NLRS] Resend : BPL

WOW, its very noisy!

SInce I work for Xcel Energy, Ive been trying to find out if they have 
any plans for BPL. So far, the news is good. No one Ive talked to seems 
to know anything about BPL. They had a bad experience with Ricochet 
when they were in town as they used our street lights for mounting 
thier boxs and power. Now we have a town full of these part 15 devices 
that are doing nothing.

Ill keep asking and try to get any info I can on BPL in the Xcel area.
